Colonel Paul Vicars is an Assistant Professor at the Air War College, and Chair of the Department of International Security Studies. He has a PhD in Political Science from Baylor University and a variety of Masters’ degrees including from the Army’s School of Advanced Military Studies. He is a fighter pilot and has commanded a flying training squadron and led the Air Force’s Pilot Training Next Initiative.
