Dr. Elizabeth Buchanan is a Non-Resident Fellow with the Modern War Institute at West Point and a Senior Fellow at the Australian Strategic Policy Institute. She is the author of “Red Arctic: Russian Strategy Under Putin,” published by Brookings Institution Press in 2023. In addition, she serves as an Associate Researcher at the French Ministry of Armed Forces’ Institute for Strategic Research and as an Expert Associate at Australia National University’s National Security College. She is based in Australia.
