Really? Isn’t one of the central complaints against Wal-Mart that may of the people they hire are just displaced from other businesses, which then have to close down?
If the ability of Wal-Mart to create jobs isn’t being questioned, what’s with the scare-quotes?

maybe there is such an argument, though all I usually here is that Wal Mart pays too little in poor conditions, trapping workers on the lowest rung of the economic ladder.
I’m not sure what the most recent data are, but a couple of studies — Lake Placid, NY, comes to mind, as well as one study performed by Wal*Mart, when Greenfield, MA, fought the chain — do suggest, as John notes, that they do simply shift jobs around, and sometimes cause a net decrease.
Perhaps the government does create jobs, through Wal*Mart. After all, W*M is quite the beneficiary of subsidies, direct and indirect, year in and year out.
