Pole Taxes

Am I the only one who feels like taxes on “negative externalities” are very often just a cover for using government to regulate behavior where the force of popular opinion (or constitutional law, for that matter) would otherwise make it impossible? I imagine I’m not. In any case, here’s a perfect example thereof. The author’s very smart-looking blog is here.
