It makes for certain kind of welfare in these states that has to be sustained at whatever political cost and absurdity.

It also shows, once again, the entirely partisan nature of the Republican &#039;war President&#039; and &#039;unitary executive&#039; privilege claims.</description>

For example, how much do we hear about Nelson&#039;s particularly cynical gaming of the healthcare debate for pork?  Hardly anything.  Even if Shelby&#039;s motives are even more base and lacking merit than Nelson&#039;s, the only time that matters is if the population knows and cares about these issues enough to weigh them against each other.</description>

Shelby is a back bencher Republican who clearly demonstrates why the Republican Party is irrelevant to politics in the U.S.  The U.S. does not need to massive spending political parties. The Democrats will that part of the political market. If the Republicans are not willing to punish a pork barrel spender like Shelby, then they have no reason to exist.</description>
