It makes for certain kind of welfare in these states that has to be sustained at whatever political cost and absurdity. It also shows, once again, the entirely partisan nature of the Republican 'war President' and 'unitary executive' privilege claims. Even if Shelby's motives are even more base and lacking merit than Nelson's, the only time that matters is if the population knows and cares about these issues enough to weigh them against each other.
