Daniel,
Sept 17 1939 Stalin invaded Poland after having seen that, two weeks after Hitler's attack, Poland's allies, France and UK, failed to act on their existing military treaties with Poland. Sept 17 2009, Obama announced that he unilaterally (when did I hear that word..) withdraws from the existing agreements with Poland and Czech Republic, involving the missile shield. Two years earlier, Poles and Czechs were asked by the US to host the military installations and they agreed to it, knowing that this was going to provoke Russian reaction. They agreed because they trusted that the US will complete these agreements, which would give them additional assurances of safety. They were left with nothing, but trimphant Putin.
Of course they feel betrayed.

I have a longish response to your piece over at my blog. Here's an excerpt:

It’s not so clear this will gain us anything from Russia on Iran, which was the ostensible purpose of this gesture. Russia simply implied this would be an opening for more brinksmanship, viz., “And I hope very much that this correct and brave decision will be followed by others,” Putin said.

Why did the administration do this in a way so insensitive to our partners in Eastern Europe? Well, first, I think Obama thinks the US was not such a great guy in the Cold War, and that our pig-headedness and myopia did much to increase tension. Giving Russia respect is part of justice, therefore. Second, he believes we’re much too concerned with Europe in general. To him, part of global social justice requires the elevation of the rights and independence and sovereignty of the Third World from the machinations of the First World (US and Western Europe) and the Second World (former Communist Countries). Keeping the First and Second Worlds’ conflict down to a dull roar allows him to focus on the Third World, with gestures like amnesty for illegal aliens, human rights reforms in our treatment of terrorists, increasing foreign aid, standing on the side of leftists in Honduras, and kowtowing to Muslims in Cairo.
