		<description>Empires do tend to tax themselves into oblivion, witness Rome.  I like your point about the draining away of influence and cultural distinctiveness from regional cities.  While I am ambivalent about Empire as witness our back and forth on &quot;Collaboration,&quot;  I cannot be denied that the cost of empire is a high one. 

It seems to me that the most successful empires tend to have the lightest touch when it comes to local cultures and affairs.</description>
