Kosovo was as multilateral as you could want, even if it was carried out without U.N. sanction, and a huge part of the "responsible" right backed that war, including many realists who were later Iraq war skeptics. Provided that some minimally credible pretext for war could be found, I have to think that additional participation by other governments would be considered a plus by a lot of people on the right. One of the problems a lot of realists had with Kosovo was not its naked aggression or the lies told to justify it, but that it was distracting us from bombing other countries. Kosovo was probably the most divisive of all of Clinton's interventions among Republican House members and it pushed more Republicans into opposition than most, but the dividing lines on the right were very much the same.
