I say 'way beyond 100%' because even if the money was all spent according to 'bailout' standards, most would simply be paid into the pockets of the financial elites; the rest would be spent (to the extent necessary) on totaly unproductive 'laundering' actions to hide the large sums going into certain people's pockets. And in addition, the administration would spend it knowing that they can produce no econmic benefit to the nation at large, and leave that job to the Obama administration.
