Gibson mentions that the U.S. hasn't succeeded in stopping "Iran's nuclear program." Weasel words there: Does he mean "nuclear power program" or "nuclear weapons program"?
The U.S. is a signatory to the Nuclear Nonproliferation Treaty, as is Iran: As such, the U.S. is legally committed not to interfere with Iran's efforts at developing nuclear power, and pledged to assist Iran. Iran's nuclear enrichment program, in turn, is under IAEA safeguards. No nation has ever constructed a nuclear weapon while under IAEA safeguards. "Evidence" of Iran's intent to build nuclear weapons was very thin and of dubious origin, and the 2007 NIE on Iran concluded there was no functioning weapons program.
