What &lt;b&gt;should&lt;/b&gt; be the consequence for a state which violates international norms, and if reality falls short of your prescription, what might be some first steps toward improving that situation?

As an aside: I wonder if there&#039;s someone in the State Department who&#039;s entire job is to compare various international figures to Hitler so as to justify military action.  I picture this bureaucrat reviewing public speeches with a hitlometer, a Geiger-counter-like device that measures things in the SI-approved &quot;Hitler unit&quot; of evil.  &quot;Saddam is worse than Hitler... the hitlometer says... 2.6 +/- 0.1 Hitlers.  Recommend air strikes and Two Minutes Hate; observe results after one Friedman.&quot;</description>
