It hasn't manifested itself in actual elimination of programs, but more as a mindless allocation of money. And this has probably had more of an affect at the state house and municipal level. The GOP has typically used the crude instrument of 'freezes' to effect restraint rather than actual management. Just as mindlessly throwing money at a problem won't result in things necessarily improving, mindlessly freezing budgets or limiting them to inflation can also have bad effects. I think when limited government is thrown as a pejorative it is referring to the GOP's specific unwillingness to show leadership.
