It&#039;s hard to question the U.S. Navy going to assist the tsunami victims, but easy to question the efficacy of investing money in countries that can&#039;t attract private investors for obvious reasons, and corrupt officials skim the lion&#039;s share of the resources we provide.

Private charity, uncoerced by Uncle, is a different story, of course.</description>
