The Democracy Obsession
With the disintegration of the Soviet Empire and the Soviet Union, and Beijing’s abandonment of Maoism, anti-communism necessarily ceased to be the polestar of U.S. foreign policy.
For many, our triumph fairly cried out for a bottom-up review of all the alliances created to fight that Cold War and a return to a policy of non-intervention in foreign quarrels where no vital U.S. interest was imperiled.
This was dismissed as isolationism. Seeking some new cause to give meaning to their lives, our suddenly superfluous foreign policy elites settled upon a crusade for democracy as America’s new mission in the world.
Interventions in Panama, Somalia, Haiti and Bosnia followed, plus wars in the Persian Gulf and Afghanistan. To further advance the great goal, the National Endowment for Democracy and agencies like Freedom House set out to subvert authoritarian regimes in Belgrade, Caracas, Kiev, Tbilisi, Beirut and Bishkek.
Cold War methods and means were now to be conscripted — for democratic ends.
Yet, considering the high cost in blood, money and lost leadership and prestige since our victory in the Cold War, the democracy crusade scarcely seems worth it. For while we have been bogged down in two wars, China has become the world’s leading manufacturer, steelmaker, auto producer and exporter, and the second largest economy on earth.
Nevertheless, we are ever admonished, we must not flag or fail in our pursuit of global democracy, for only when the world is democratic will our providential mission be accomplished. And only then can we be truly secure.
But setting aside the utopian character of all global crusades, why do we think that the more democratic the world is, the more secure and serene America shall be?
Historically, we have often made common cause with autocrats and dictators when our vital national interests commanded it. In our Revolution, our indispensable ally against the Mother of Parliaments was Louis XVI.
In the War of 1812, where our enemy was the Duke of Wellington, our de facto ally was the tyrant Napoleon.
During our war with Mexico, the Brits were on their side, not ours. During our Civil War, Tsar Alexander I wished us well, while the British wanted to see the United States permanently divided and weakened.
Democratic Sweden, Switzerland and Ireland were neutrals in World War II, while the China of Generalissimo Chiang Kai-shek and the Soviet Union of Joseph Stalin did most of the dying on the Allied side.
During Vietnam, autocratic South Korea and Ferdinand Marcos in the Philippines sent troops. The Brits and French traded with the enemy. Gen. Pinochet, who seized power in a coup in 1973, was a better friend than Chile’s Salvador Allende, who was elected. While the Nixon White House did not cause Allende’s ouster, neither did they weep over it.
Democratic France denied Ronald Reagan overflight rights for his F-111s to hit Moammar Gadhafi’s Libya in retaliation for a terrorist attack, but Portugal’s dictatorship gave permission for Nixon to use the Azores as a fueling station in resupplying Israel during the Yom Kippur war.
Ought not nations judge friends less by the ideals they profess than by how they behave when you need them most?
Moreover, any 21st-century democracy must sooner or later, through elections, reflect the most powerful of the currents surging through society. And, outside the West, and even in parts of the West, what are these?
Ethno-nationalism, fundamentalism, anti-Americanism.
When President Bush demanded elections in Egypt, Lebanon and Palestine, the winners were the Muslim Brotherhood, Hezbollah and Hamas.
Bush’s enthusiasm for democracy seemed to wane after that.
The largest democracies in Latin America, Africa, the Middle East and Asia — Brazil, South Africa, Turkey and India — are all moving away from the United States. Brazil and India are lining up with China to oppose limits on carbon emissions that would impede their growth.
India and China are resisting concessions to save the Doha Round of trade negotiations. South Africa leads the continent in sheltering the racist tyranny of Robert Mugabe in Zimbabwe. Brazil and Turkey launched a joint diplomatic initiative to help Iran break free of its U.S.-imposed isolation and of the U.N. sanctions regime.
Turkey is the archetype of a democratic nation moving away from America, as Ankara more accurately reflects the will of its people.
By moving Turkey off the secularist course set by Ataturk, moving closer to Iran and Syria, denouncing and defying Israel for its war in Gaza and treatment of the Palestinians, President Erdogan has increased his own and his Islamic party’s standing.
In Saudi Arabia, Pakistan and Egypt, anti-Americanism and fundamentalist fever are both running high. Why would we want free elections in these nations if the inevitable result would be regimes far more hostile to our interests than the present governments?
America would do well to downgrade the ideological component of its foreign policy and start putting her national interests first.
Not all autocrats are enemies; not all democrats are friends.




as usual Buchanan is historically exhaustive in his examples, succinct, and logical. But was Pat against the Vietnam War as his logic and text imply?
I think the same question also must be asked for USA.
Is democracy good for USA?
Some may argue that the current system does not qualify as a real democracy, but that’s not the point.
Can anyone really claim that current democratic system is really serving to the needs and interests of Amerikan people?
As an outsider I can only look at the crime, poverty, de-industrialisation, high unemployment, concentration of wealth and real power in the hands of a few, a third world standards public education system, highest ratio of obese people with poor health in the world, etc.
Currently USA is an out of control bull smashing everything in its path including its own country, just look at the BP disaster in the Gulf.
The trajedy is USA can be the best country in the world if there is a real leadership putting Amerika and Amerikans first.
When USA is the best country in the world, it will also be able to lead the world for the better.
While I agree with Mr. Buchanan that America should not expend its blood and treasure for so vague a notion as “democracy”, I do not support his long time sympathy for authoritarian regimes. No, not all autocrats are enemies. But foreign policy and protection of American national interest must consider the long view, not the short term. The inadvisable war in Vietnam is what got us into bed with the kleptocracy of Ferdinand Marcos. We were fortunate that a long tradition of Filipino affection for America offset the damage that could have been done because of our long tolerance for Marcos. The ‘realpolitic’ of the Nixon-Kissinger years, which Mr. Buchanan evidently still embraces, aligned America with apartheid South Africa, with Pinochet’s Chile, with Marcos, with Somoza, and with the Shah of Iran. In Chile, thanks more to Milton Friedman and the Chilean economists at Universidad Catolica, we fell into the position of being able to support the economic and subsequent political empowerment of the Chilean people. In the other instances, our alignment with thugs and oppressors cost us dearly in countries and in regions. President Reagan and Ambassador Kirkpatrick struck about the right balance – which was to give strong, unmistakeable, behind-closed-doors support for democracy, and to encourage and to embrace developing world regimes that honored political and economic freedoms. The Bush and neoconservative error was to go so far overboard in rhetoric and in military adventure that we have fallen into the trasp of other imperial states, of promising what we lack the means to deliver. But while part of the answer is never to forget that American foreign policy should be about American interest, it does not follow that it should be necessary to embrace tyrants and gangsters.
The Greeks knew that democracy can be a tyranny of the majority (but also in liberal USA today a tyranny of the minority too!)
The Romans knew that a republic can be a tyranny and easily cross the line into Caesarian (empirial) dictatorship.
In each case a narrow political band controls the entire agenda.
Dometic Policy is largely dictated by Wall Street (investor class) controls free trade, immigration, offshoring of jobs, outsourcing, etc
Foreign Policy is largely dictated by Israel and NATO
None of this is what the majority of americans want.
Americans by and large are isolationists and passivists who do not want to get involved in other nations business unless it involves trade and jobs.
Americans by and large believe in a very strong national defense but do not support long military intercessions and wars.
Americans by and large are accepting of immigration except when unemployment is high and those jobs are denied because of failed government controlled public schools.
Americans by and large are industrious and independent and expansionist.
Many americans would be happier annexing Mexico and Central America rather than granting another amnesty or having an open border policy.
I could go on but Americans are not being allowed to be industrious. Incompetent expansion of government and government unions have raised the cost of job creation to the point where our miracle economy has failed. But they wont change the policies because of entrenched interests.
Incompetent and meddlesom intercesions into European Affairs, Middle Eastern Affairs, Russian Affairs, Japanese Affairs is costly and stupid. Korea would be unified and allied with Japan if not for dependence on the US. Israel would find Peace was in their interest for national survival if not for the US. Europe would be focused on european affairs if not for the US.
Like NERO AND HIS FIDDLE WHILE ROME BURNED, the entrenched interests in the US will not allow any change to US policies…even as our manufacturing, debt, technology, infrastructure and military all become stretched and 2nd rate and maginalized. Our military might still be 1st world but it has limits in how many wars it can fight and is revealing its real weaknesses (inexpensive energy for everything from transportation to air conditioning). Our infrastructure is already devolving into 3rd world and our educational system thanks to government unions is already 3rd world allowing many new immigrants to leap ahead of multiple generations of US citizens.
Thus many argue that the corporatocracy of Wall Street and the militarism of AIPAC (jewish Israeli lobby) for neocommunist and neoconservative goals abroad and socialist goals at home is autocracy disguised as democracy in our republic.

Most democracies, including the US, are simply disguised oligarchies. The purpose of democratic propaganda is to rally the people behind the policies of the oligarchy by making them imagine that those policies are not only in their interest but are their idea. Democracies which are not disguised oligarchies are generally populist dictatorships; i.e. political lynch mobs with a charismatic leader.
There is alot of Fox driven propaganda that for example Democracies do not launch aggressive wars and have more respect for human rights. Our own conduct is not enormously supportive. A genuine free election in Egypt may not have the result we’d like in terms of peace/human rights (having been there for awhile there may well be an excitable result). Can we just not butt in – we’d never stand for it. Look how proud of the minutemen shooting Brits/Hanoverians marching down roads from behind cover we are.
It may be that applying external pressure on ppl only delays reforms and reinforces tyrants by making their opponents seem like quislings and subjecting the ordinary populace to undue hardship and healthrisks.

One of our greatest conceits and fallacies is that somehow the USA IS a democracy. No matter how much paper ,time and energy we spend on blogs,documentaries, books and live lectures about democracy in America, we won’t truly be a democracy until it ceases to take at least a million dollars to get elected for regional office and hundreds of millions to get sent to the White House………..
There is a verse in the Quran that goes as follows in part “to make peace between your contending members”. Another verse in the Quran reads in part”that if one breaks the peace for all to fight the transgressor”.With this G’d gives all humanity the best way to advance decency and civilised society.These are principles that are not to be negotiated.Now since the Muslim world has failed to adhere to these laws, look at the stagnation.America has failed like wise to adhere to these principles, we must insist the last best hope stop morphing into latest great dope.
To some extent one could agree that the ideological component sometimes undermines the goals to be achieved. However, if considering a long-term perspective, one should make a great difference between authoritarianism as a mean of achieving stability in a country (such as in Chile, or South Korea under Jong Du Khvan) – in this case a country will anyway gradually switch to a more democratic governing and remain a good partner ; and authoritarianism as a national ideology, such as it was for instance in case of Saddam Hussein – the authoritarianism not as a mean of modernization but as a mean of maintaining antagonistic ideology. This is question of terms. Ideological component in making preferences in outer politics does mean. The other question is an oversimplistic attitute to the definition of democracy and “values” in general.
And not all opponents are enemies. Lenin was right when he said that all political questions boil down to “who whom?” Meaning, who fires the starting pistol and who starts running? Who claps his hands and who starts dancing? People do not like being pushed around, even when the person,or the country, doping the pushing sees himself as high minded. Much “anti-American” sentiment or policy reflects the desire of people to steer their own course and not feel that everything has to be cleared with Washington.

With that in mind, it’s sad and a little ironic that the Bush administration in particular, and the American government throughout the 20th century, opted to invade or destabilize countries rather than support domestic insurrectionist movements that had requested aid.
By no means would I have wanted every such movement to have it sway, Afghanistan, Iran, and Iraq are all countries that, before the intervention of the American military or the CIA, there were scores of dedicated activists trying to overturn their authoritarian regimes that were patently ignored by the US, or ultimately exploited by US regimes seeking an excuse for invasion (Bush II being the most egregious offender).

Real democracy is still an unattainable ideal, and even then, there is no system in the world as a basis, rule or sense of comparison for evaluation of full and genuine democracy, and neither can exist, because we have to get on their essence and see who benefits. For the ancient Greek aristocracy existed broader “democracy”, but for the slaves, the oppressed, the downtrodden, the destitute, the disenfranchised and excluded (which were the absolute majority), democracy was only an empty word.
The processes of democracy are diverse and reflect the political, social and cultural development of each nation. Democracies are based on fundamental principles and practices not in uniform because there is no real model, perfect shape, or full copy of Democracy in the world, and there is no single model that fits all regions and all countries.
The system by which governs the self-centered, arrogant, extremist imperial regime of the United States of America, which to judge the champion of “democracy” for example, is nothing but a tyrannical power of the bourgeoisie and monopoly capital. Since, in the organization of American political power, all powers are united in the hands of the ruling class, which does not allow any threat to its rule, and that can not be contradicted, criticized or have organized opposition unfavorable prerogatives, ideals or bourgeois principles, for the capital and the interests of the bourgeoisie in the first place and has to be defended at any cost.
And, as a result, the U.S. imperial tyrannical regime, is always compressed in the narrow confines of the farm, and therefore always remains in essence a scheme for the minority bourgeois exploiter, uniquely for the propertied classes, only for the rich.
All noisy propaganda of “Democracy” in the United States of America, is but a thin layer, behind which it becomes increasingly difficult not to hide or disguise the big bourgeoisie and the dictatorship of monopoly capital.
Therefore, the disastrous U.S. imperial regime, is the exercise of a privileged minority and owner on the exploited majority, indigent, destitute and excluded. It is therefore the dominant minority bourgeois class dictatorship that exercises to strengthen, maintain or strengthen their positions.
The covert political regime and illusory national-imperialist “democratic” United States of America, is nothing but a circus, a sham, a fraud, a charade, a make-believe with marked cards, just to say it and deluding deals with “democracy” for the majority.
Therefore, the functions of political institutions of democracy “is to ensure the bourgeois class rule (dictatorship) of the bourgeoisie and their privileges.
The greedy imperial regime of the USA, is a form of nationalist government in which all powers to amass in the hands of groups linked to parties representing the interests of the bourgeoisie.
Therefore, the United States of America, only two major parties of the bourgeoisie alternate in power for decades and, in that consensus, cheat and deceive the majority, when representing and defending the interests of capital and social layer that holds privileges.
The Democratic and Republican parties are colluding with the commitments it has privileged minority, that is, each is supported by limited groups of the bourgeoisie and monopoly capital, which seek only to enrich and serve its own interests.
The two parties do not add anything to the majority, and even disguise the existence of simulating the position of ideological opposition to one another. But the essence is ever the same, ie in a broader sense, the bourgeoisie is always in charge, controlling or conducting quiet power with any form of administration (with its two or more parties similar) and, without objection on his dictatorship.
And the sight of this, both parties are representatives of the ruling class, and whose difference does not go much beyond the name. And this does not mean that the absolute majority of the people, or just want to just merely the existence of these two parties.
In the U.S., the Democratic and Republican parties are colluding, that consensus, deceive voters always delegate the representatives of the bourgeoisie and the Great Monopoly Capital: the power to decide all the time laws in favor of the ruling class. And, under these conditions the key positions in the organs of power in the world of capital, are always occupied by representatives of the bourgeoisie.
By the way, both parties have large space on the media in the Media and Advertising Agencies, which represents a powerful means of ideological influence and be exactly those which are under the domination of the ruling class that, while being privileged minority, however it is all powerful.
Voters are induced to error effectively, to think that deciding for either of the two parties will be changes, but nothing changes and the nature is always immutable.
Before that, no different character oppressive, hostile, aggressive and expansionist policy of obsessive imperial U.S., and, just to observe the way the nefarious American Empire, leads a negotiation in which gangster do diplomacy, in which bluff, bully Threaten and lie to the international community.
Well, it’s like changing six per half dozen, as in the U.S., the two parties deceive the masses, and contribute greatly to reduce the influence of other parties and thus help to keep people trapped in bourgeois ideology.
It is true that there are other parties in the U.S., but that does not have a chance to compete with the economic power of these two parties of the bourgeoisie, in addition, U.S. law hinders maximum participation of other parties in elections inventing numerous subterfuges and legal obstacles, including for example, the need to collect thousands of signatures in a very short time held in the presence of witnesses and recorded notoriously obtaining licenses for the collectors of signatures, etc. And even if the other parties manage to overcome all barriers, electoral commissions often deprive us of the possibility of participating in elections under the pretext of the signatures were illegible or any other pretext invented.
Manipulation of consciousness of the population applies widely in the U.S., in order that the people always elect politicians who represent the interests of the bourgeoisie and monopoly capital – at all times to decide the laws to favor the privileged ruling class of income .

And this cunning scheme of deceptions, the word “democracy” is just a slogan used by the bourgeoisie to keep themselves in power, or achieve goals and objectives, tricking or deceiving the vast majority of the people.
Though only palliative make concessions to the popular masses, or even political maneuvers, face the danger of revolutionary crisis, or even argue that the people live in a society whose “democracy” reflects the will and interests of the majority, the which all have opportunities to achieve goals and objectives, without prejudice or distinction, and where everyone can reach.
In the U.S. the “freedom of speech and expression” and the exercise of rights of association and assembly, including participation in nongovernmental organizations and unions, yet remain; since, are not affecting the interests of the bourgeoisie and monopoly capital; but at any time when the authorities that constitute the bourgeois political organization, consider that the interests of the bourgeoisie and capital are being undermined by public acts and collective feelings and opinions taken by the exploited, oppressed, destitute, deprived and excluded – then these events will be considered “illegal ” and “abusive” and can be prevented, prosecuted, scattered or repressed by the police. Therefore, the bourgeoisie when it feels uncomfortable, always uses the state machinery for compelling the social repression of his opponents.
The insidious and brazen with its political bourgeoisie; safeguards are always defending their interests by making private use of the strategy to muster the people who labor, and living on modest means, or who are deprived and needs, bringing up against each other, aiming thereby disjungir and weaken the unit. People who really yearn to be free, sovereign and independent, and for this, come join a consistent way to build the development of democratic processes, as their social, cultural, political, economics, and thus advocate to not be in hands, knees, submissive, obedient, subservient, under control, or serving the interests and purposes of American imperialism.
And so, failing to pray in the booklet of the United States of America, these people are persecuted, and their free and fair elections are considered by the empire of illegal or fraudulent, because the U.S. imperialists will only accept elections regimes harmless, helpless, puppets Subservient, supportive and minions of the Empire. The Imperious oppressive regime of the U.S., which always argues with the international community, to make economic sanctions, embargoes or restrictive measures designed to obstruct the commerce and communications of free nations, sovereign and independent, contrary to policy of imperial expansion and domination.
And, with these measures, the catchy, powerful, arrogant, dangerous, brutal and threatening U.S. empire, which is considered above the law, aimed mainly harm the economy of the free territories, so that thereby makes them power and thus , and overthrow it impossible to execute or further the development with freedom, independence and sovereignty of free nations, which positions the foundling’s imperial domination and tyranny of the U.S..
The Americans who consider themselves the masters of power and status, scholars haughty, superior and better than the whole human race – with its system of government founded on the power of unbridled domination, and with provocative stance, the empire install military bases all regions of the world to prevail or show of force to intimidate and threaten the free world, with military exercises constant and large scale.
For the imperialists try to evade all forms of human nature, by placing the truth upside down, when they present themselves as champions of “freedom” and “Democracy”; even make use of these principles with dogged cavil that are unique real “representatives” or “defenders” of those ideals.
However, all this is pure trickery in an attempt to justify, convince or impress the mind of the international community, that the interventions that are fair in free countries, sovereign and independent, which are repugnant to subject themselves, or to submit to imperial domination .
And, as a result, these free countries, struggling incessantly against imperial aggression and oppression, not to their knees, passive, mild, submissive, quiet, behaved, obedient, under the command, control, or absolute dominion of the empire.
The U.S. imperialists, with its expansion, influence, or even territorial domination, cultural and economic world, with use audacity, cunning and strategy of domination, the two magic words that are considered key, or “Freedom”and “Democracy, ” which are used with subtlety just sophistry to conceal their real purposes of possession of the free world.
However, contrary to enunciate on “Freedom”and “Democracy,” and National farsistas the U.S. imperialists, intent on keeping the free world under the domination, control and authority.
And for that, so cunning plot on the pretense to deceive or mislead the people, by making use of maneuvers using violence or harm perpetrated; aiming to deprive the people free, sovereign and independent, the use of treachery or hypocritical that the causes that are just defend and fight for “Freedom”and “Democracy.”
The U.S. empire, with purpose to intimidate the masses and take the reins at the internal politics of nations free, sovereign and independent; maintain a policy of oppression to achieve their goal of dominating the free world.

However, when the nation really decide or act according to its own determinations, aspiring to be free, sovereign and independent, organizing the development of democratic processes, depending on their realities, social, cultural, political, economics, and thus contrary to the interests of USA; immediately comes to hostile reaction of the empire.
And conflict with U.S. interests, so ready, comes from the U.S. empire, open treatment, hostile and unfair, animosity inflicted with the free nations – disappeared in this way, the much vaunted and touted extensively words “Liberty” and “Democracy “who hypocritically used by the empire as a strategy, the masses of people to undergo a terrible brainwashed, mesmerized and conditioned to believe or accept the U.S.; by mistake and so false, as the sole, legitimate, true real or “representative”and”defender” of these ideals.
